When Prophecy Met the Law: How Ebo Noah's Flood Prediction Became Ghana's First Big Cybersecurity Test

Let’s talk about the Cybersecurity Amendment Law and how it affects Ebo Noah’s arrest. In case you don’t know, Ebo Noah was the doomsday prophet who said the world would be flooded like it did in the Bible in Noah’s time on 25th December, 2025. Well, he was arrested on the 31st of December, 2025, because he violated the CSA law. You might be like, “Why was he arrested?”, so let’s talk about it.

So What's This Cybersecurity Law About Anyway?

The Cybersecurity Amendment Bill was created in 2025 as an enhanced version of the Cybersecurity Act, which was enacted in December 2020. The Cybersecurity Act of 2020 was created to address issues surrounding electronic transactions, data protection, and any cyberthreats. But as the scope of cybercrimes became broad, the government had to amend the bill and create the Cybersecurity Amendment Bill of 2025. This bill seeks to adapt to the rise of new technologies ( AI, IoT, blockchain, etc.), help recover assets better, deal with the spread of misinformation, and improve the conduct of users online.

Who is Ebo Noah

So around mid-2025, specifically August 2025, Evans Eshun, popularly known as Ebo Noah, claimed he started seeing visions about how God was about to flood the whole earth on 25th December, 2025, and that he had been assigned by God to save the world by building an ark like Noah’s ark in the Bible.
When he started all these, people were confused as to whether he was a content creator or a genuine prophet who was warning us. He, however, didn’t stop creating content, as he did countless livestreams on TikTok, which garnered a massive global audience, which left some people scared and some entertained.
Christmas Day eventually came around, and after all the anticipation, nothing happened. And as expected, Nigerians trolled us, prominent news houses like BBC News Pidgin also made a report about it, so you know how bad it was. What even made things worse was when he was spotted with a Mercedes-Benz after the prophecy failed to come true. It just felt like the case of another prophet who wanted money. But he later explained at Sarkodie’s Rapperholic that God had forgiven us all and He would not flood the earth again.

How it concerns the Bill

My opinion on this is that his appearance at Raperholic only made things worse for him. When he started all this, he didn’t mention a specific year, and he himself said that he didn’t mention a year. But his appearance confirmed it was 2025, and that connected the dots for the IGP’s Cyber Vetting Team to build a strong case against him. And knowing this, they arrested him on the 31st of December, 2025, on the charges of publication of false news with the intent to cause fear and panic, contrary to section 76 of the Electronic Communications Act, 2008 (Act 775). Which fits perfectly into the Cybersecurity Amendment Bill for our case study.

Reactions About the Bill

From the reports I gathered online about the bill, many Ghanaians expressed their dissatisfaction with the bill. They criticized it because of the generalization of offences such as cyberbullying, cyberstalking, and misleading information. The non-specific nature of the offences could turn normal memes, political criticisms, or WhatsApp group chat Jokes into offences. Which could lead to fines of up to GH₵120,000 and prison terms of up to ten years
That sounds really severe to me. I guess I need to get my facts right.
The Ghana Journalists Association also urged the Parliament to review the bill with stakeholders about how the bill could undermine their Press freedom, and how they can be more lenient and specific with the offences. They also weren’t the only ones that spoke against the bill, as Digital Rights advocates, tech bloggers, and netizens were pushing out hashtags like #ScrapCSABill2025 and #FreeSpeech, which made the bill trend in public discussions and online spaces.
